Dell E6400 And E6500 Performance Issues

Do you own a Dell E6400 or E6500 series laptop, and are you experiencing performance issues on those laptops? It seems that hundreds of owners of those laptops are complaining of serious performance issues due to the laptops throttling themselves down by as much as 95%, even under normal operating conditions.
